Born in Rome, the seventh of eight children, he lost his mother at the age of two and, shortly afterward, though not in fact, lost his father.
He held various jobs, from selling drinks in Roman cinemas to emigrating to Germany to work as a metalworker at Volkswagen, then Turin, Fiat, and other small companies in the sector.
In the early 70s, he graduated from Turin's Santorre di Santarosa evening school. He enrolled at the university, majoring in Political Science, then Philosophy, intensely pursuing courses in the History of Cinema.
In 1977 he met Giovanni Minerba with whom he began the second part of his life, starting with his militancy in FUORI and the Radical Party.

Then cinema, also in this self-taught; in 1981 together with G. Minerba he founded the Cultural Association “L'Altra Comunicazione”, until 1992 he produced 22 works in video and Super8 film, screened in many festivals around the world, obtaining various awards and receiving excellent reviews (among others, Dalla vita di Piero (1982), Messaggio (1983), Infected by evil (1984), I am not like you (1984), Attention to truck drivers (1985), More alive than this I will never be (1985), La preda (1985), Giovanni (1987), Preludio (1987), La staticità di un corpo (1988), Da Sodoma a Hollywood (Il Festival del vizio) (1989), Tea for Two (1989), Epitaffi (1989), Partners (1990) and Stand by me (1992), the last one.
In 1985, Ottavio and Giovanni began working with RAI3 Piemonte; over the course of three years, they shot six 30-minute films for Rai3. Among these, RAI3 asked Ottavio and Giovanni to remake "Dalla vita di Piero"... and title it "Giovanni," which was then broadcast at dinner time (7:30 p.m.), a small "event" given the subject matter.

In 1986 they “invented” the International Film Festival with Homosexual Themes “From Sodom to Hollywood”.
On November 8, 1992 he decided to leave us.
